Law enforcement would be, in my own personal utopia, volunteers following simplistic rules set up by a town hall meeting.  The enforcement personnel in question would do it for personal fulfillment.  As I'm saying this, I realize there's no way in hell this would ever happen.  I would like to live in that world, however. Please don't tear asunder my personal utopia. It's my mind's happy place when reality treats me like crap. -,-
