I think you can read that Konev plans his own mutiny, will develop a reason in the RP involving spreading rumors that the Emperor is either non human or simply hiding medical technologies that could save multiple human lives for his own sake and would soften the stance of the Empire toward non humans while still keeping a place on top for every human. I'm wondering if there is any kind of support at all he could gather among humans or is this a lost cause?

Could it at least convince the human civilians to not to everything to stand in his way?
