Xinhua People's Republic 

A Communist state founded on a floating city anchored around the Chinese aircraft carrier Xinhua. Xinhua consists of many vessels, normally static, that are located in a sheltered bay in the Gulf of Mexico. The Republic extends onto dry land as well, including the Tsao Archipelago and much of the former US state of Florida. Ethnically the XPR is a mixture of descendants of the Chinese 2nd Fleet and people of the North American continent, although Asian culture is dominant and most of the high-ranking members of the government are of Chinese descent. The Head of State is Chairman Zhao Feng, who retains the ceremonial title of "Admiral of the Fleet" aboard the Xinhua where the Politburo also sits. The XPR is the main rival of the CSA, and is engaged in a Cold War with them.

People's Liberation Army (PLA)

The PLA is a powerful force, motivated by the ideals of Communism. Armed with the superlative Type 81 (AKA the AK74) assault rifle, the PLA is well trained and led. They are mostly currently engaged in the Northern Campaign against the Super Mutant Warlord Krang and his warband, who the PLA rank and file refer to as "The Green Terror".

The PLA is commanded by Marshal Peng Dehui, known as "The Grey Tiger" due to the colour of his luxurious beard and ferocious strategic ability.

Ministry of State Security (MSS)

The main intelligence gathering agency of the XPR. Based in the city of Guangzhou, in the middle of the former state of Florida, the MSS is a formidable force in Post-Apocalyptic America with agents roaming as far afield as the NCR, DC, Boston, and as far north as Canada. Rumour has it that they have even crossed the Atlantic to Europe. Their Confederate Desk, which deals with their closest threat, is efficient and well-run, and has agents in every part of the CSA. 

The MSS is led by Minister Charles Chang.


The Enclave 

A secretive organization still carrying the torch of the USA centuries after the War, the Enclave has went from strength to strength since reappearing in 2242. the defeat in Washington DC apparently ended them but such secret and powerful factions rarely die. They're out there. Watching. Waiting. Moving behind the scenes.

Little is known about the Enclave's current leadership or goals, save that their Department of the Army has perhaps the most deadly secret operations cadre of them all; the Covert Operations Executive.
