Perhaps when one bail on RPs frequently, they never get to see any finish.

But I've finished many role plays. And when I say finished, I don't mean like "Come on guys, the RP is dead, let's whip up an ending!" I mean the RP came to a natural conclusion. 

That's not to say I don't agree with your statement in some form though. It "is" futile to get everyone who joins an RP to post regularly. You're going to have people lose interest or Johnny RP seeds who bail as soon as things slow down. That's why I run my public RPs with an "anything can happen" mind set. My stories don't get slowed down when "important" players vanish for months at a time, or entirely.

Say what you will about the fun of writing incomplete stories, writing ones that actually conclude are not only fun, but give you an overwhelming feeling of accomplishment.
