I think you overfocus on the presence of Lucretia and Konev's attitude on xenos. For the former, it was Hotch's idea and project, Konev adopted it at his insistence and politically to first, make himself seem more open to aliens and second, to make the aliens hate Lucretia and the Crayvens, give them a sense that they are all alone wanting to rebel not only humans but other aliens put them down.

For Konev, he rarely speaks to his alien general and almost always ignores her advices if he evens allow her to speak, giving her thankless and boring assignments while leaving the fame for himself and the humans. Certainly he wouldn't parade around his general and in fact, he'd be dismissive of her at best. Though I guess other admirals could badmouth him, just because.
