He has the crank radio with a small headset, so hearing something on the radio is definitely a possibility. And currently his start int he end of the world is in a lightly populated area of the city. I would imagine a residential would be close? Also I might have missed the government set up in my read through? 

But as of this moment he is forced on foot as a car with no ability to start is kinda useless. So his options are open until I end the post.
