So first off: disclaimer, I'm in no way a Co-GM or know anything beyond what you all know. That being said.

I've read up a little. It would seem your lesser Ghuls are really screwed as in they don't seem to be able to write or read (man, your species' education is screwed man). They also seem to hate light and be able to walk on 4 legs from time to time. Basically, they are genuine Ghouls (except I'll assume they can at least speak). Now, thinking from the standpoint of my general I'd say the humans would really god damn hate the Ghuls as a species for this. Especially cause they are civilians that probably weren't in an immediatly dangerous job. However, I'd also say they want to avoid an outright revolt.

So the Monarchy is going to pay for it. Like literally. They'll probably get demands for compensation towards the human lives, force the Ghuls to rebuilt whatever they blew up and the Monarchy will have to say, in public, that they condemn these terror attacks on the "oh so fair, gracious and graceful humans that uplift them every day." Or something like that.

BUT, again, I'm not a Co-GM or GM or anything. Just giving my opinion.
