I am thinking a character like Lagoon Boy, but Dolphin themed and female.

She would hail from Dolphtopia (I am open to name suggestions, FYI)

She like the rest of Dolphtopia are the result of a mad scientist or descendents from the mad scientists work. Don't ask how he created the people there unless you want nightmares.
