I think Garland knows that, it's just that with 'Scale' between "fortune" and "lady/fairy" they'd technically not be a "fortune lady/fairy" monster, but rather a "fortune Scale" monster. The solution to this would be to add a silent name rule, just like can be seen on [url=http://yugioh.wikia.com/wiki/Edge_Imp_Frightfuloid]Edge Imp Frightfuloid[/url]. Though in this case it'd be (This card is always treated as a "Fortune Lady" monster.) and (This card is always treated as a "Fortune Fairy" monster.)
