To be fair, the only Xtra spam you can do is Synchro and Xyz laddering. Not a lot of decks can do either of those, and most synchro laddering decks need two or more actual synchros to effectively ladder.

The only two decks I can think of off of the top of my head that wouldn't be hurt with only one zone would be Red Dragon Archfiend Resonator and Utopia Change Tactics.
