The Galactic Conclave

It is the eve of the tenth anniversary of the Galactic Conclave, a semi-autonomous conglomeration of member-states representing their civilizations on the planet of New Halycon. The future of the Galactic Conclave remains uncertain, as nations participate in political, economic and even military conflicts outside the Conclave in order to control their own destiny. There are nations that are not apart of the Galactic Conclave and for good reason too--the bureaucracy of politics has it's own dark shadow.

The Conclave meets once every Galactic Cycle, and it's reigning security and financial committees remain in perpetual gridlock as nations fight to have their own ambitions realized. The future of the universe rests not at the behest of super hot plasma guns attached to floating dreadnoughts and hyper automated carrier drones but rather the collective votes within the Galactic Conclave.

The Galactic Conclave is a political, economic and military simulation on the scale of galaxies with an emphasis on the Galactic Conclave, a mirror of our United Nations. From the Galactic Conclave, your civilization will forge diplomatic alliances, vote on sanctions, laws and initiatives and ultimately help shape the galaxy. Similarly, your civilization need not be a member of the Conclave, giving you certain freedoms not enjoyed by the members of the Galactic Conclave and similarly not giving you the same immunity. Unimportant here is a map--as your civilization has access to Faster-Than-Light technology.

This is a game of bluffing, deception and politics. War is important here, as is the economy, but these are extensions of the game that takes place within the Conclave. The Nation Dossiers are entirely private, meaning you will only know of another civilization what your intelligence networks allow you to know.

Joining

The strengths and weaknesses of your nation are yours to choose, which will then be interpreted into a single and easy to read nation dossier. If you wish to join, simply fill out the information below:

Civilization Name: (Empire of, State of, Republic of, _______ Collective, etc. What is the officially recognized government name of your people).
Species Name: (Humans, Graal, etc. What is the officially recognized name of the collective species of your civilization?)
Member of the Galactic Conclave?: [YES] or [NO]
Name of Galactic Conclave Representative: (Skip if not a member of the Conclave).
Basic Description of Civilization: (Provide one to two paragraphs of your civilization, highlighting their strengths and weaknesses).

Civilization Name: The Kell Imperium
Species Name: Kell
Member of the Conclave: Yes
Name of Representative: Ambassador S'vrer
Basic Description of Civilization:

The Kell Imperium is a militaristic society dedicated to the preservation and expansion of the Kell Species. Despite its name, the Imperium has a strong democratic history, with each world within the Imperium given an equal say at the Imperial Council. Their reliance on military has led them to often solve problems with guns rather than words in the past. This military focus has led to the Kell Imperium to conquer many worlds, and latest count places their domain controlling nearly one hundred worlds. Local species were either exterminated, or integrated into the Imperium if they surrendered to the Expansion Fleet.

But recent years has seen a more diplomatic approach being taken by the Imperium. The most striking change is the Imperium joining the Conclave, a move that caught many by surprise. In the past, due to the Imperium's nature, they often came into conflict with the Conclave. A handfull of wars were fought between the two forces, and despite being a single species and nation against others, the Imperium was always able to force a stale mate in the end. However, the most recent election of the new High Lord of the Imperium has seen these military actions drastically reduced.

Initial resistance was met at the request by the Imperium to join the Conclave, but in the end, they were eventually allowed to join.

Strengths:
Military Power
Technological Development
Agriculture
Domain Size

Weaknesses:
Quick to anger
Reclusive
Dustrusting of Aliens

Civilization Name: Rethellian Systems Alliance
Species Name: Rethellian
Member of the Galactic Conclave?: YES
Name of Galactic Conclave Representative: Ambassador Arterius
Basic Description of Civilization:
A species known for it's disciplined and militaristic culture, the Rethellians were among the first races to join the Galactic Conclave and have since filled the niche within the alliance as it's prominent military power in providing starships and soldiers for military and peacekeeping operations. A position which sees itself threatened by the recent joining of the Kell Imperium, whom boasts a similar culture of military might and strength.

The Rethellians are an honorable and proud peoples led by a militaristic republic known as the Senate. Full citizenship may only be acquired by military service for the Rethellian military stands at the center of society representing more a public works organisation than simple armed force. Within this disciplined society however lies engrained a particular sense of freedom. A Rethellian is allowed a great deal of personal freedoms and may pursue them freely for as long as they do not impede upon one's ability to serve and do one's duty, in which case a superior shall step in. It is within this society of discipline and personal freedom that the Rethellians exist.

Excellent. Maybe two more and we can start. We could start with 3 Players plus some NPCs.

Since the Vaal Collective are humans, any additional civilizations may not be humans.

Civilization Name: The Aristocracy of Auntadria
Species Name: Aundrians
Member of the Galactic Conclave?: YES
Name of Galactic Conclave Representative: Nuraaza Pehrnes (Female, Young)
Basic Description of Civilization:

Ever since the days the Aundrian have achieved FTL capabilities, the people have become a maritime power and stayed independent due to this trade. Come the ‘Aundrian Unification War’ the government was ruled by an Aristocracy which reinforced ideas of trade and economy into the people. They proceeded to become very good diplomats, a trait which was carried from their years upon years of trading with other civilizations. In fact, the reason they joined the Conclave was much less for protection more than it was a definite avenue of trade. To support this trade, the Aundrians began to be seen as a highly industrialized power, more industrialized than most other nations would think at that.

However, this does not come without flaws as the nation does not have a strong military, nothing compared to what the current Conclave nations have. Furthermore, they operate under a caste system which determines the status of whomever is born in what class. Another issue that they dare not boast, is their weak bodies which not only limits their fighting capabilities but means colonization is harder as it may put a large strain upon their bodies.

Civilization Name: Xythae
Species Name: N/A (A collective of various animalistic humanoids under one nation)
Member of the Galactic Conclave?: [YES]
Name of Galactic Conclave Representative:
Archmage Ryteb, Seventy-Seventh Level Master of the Flame (Fox Humanoid, Male)
Basic Description of Civilization:
The Xythae are a meritocracy, being run by the College of Arkain. The College is divided between 5 factions named after the five elements of Fire, Water, Air, Earth, and Lightning. Among the factions the rule of Droit de Mortis is a common way to attain positions of power. The leader of each faction is known as an Archmage, mostly because they are insanely hard for their underlings to kill. Though assassination is a regular occurrence, previous generations have established set rules for this which have penalties of demotion for breaking.
A playfully macabre collective, they prefer the intellectual stimulation of politics to that of war, joining the Galactic Conclave as soon as it reached out.Though sorely lacking in military, their technological advancement is second to none... especially in the art of assassination. Word to the wise, best not to drink anything they offer you.

Civilization Name: The Lawless Sector
Species Name: Space Pirates
Member of the Galactic Conclave?: No
Basic Description of Civilization: In a dark corner of the galaxy, there exists several light years of space that is considered to be too dangerous to travel through by all but the seediest of the galaxy's cutthroats, villains, and scoundrels. The galaxy at large has come to know this area of space as the Lawless Sector and do well to avoid it if they can. It is here that the galaxy's outcasts, criminals, and violent scumbags make their homes, hoard their loot, and plot all manner of space pirate activities.

The pirates of the Lawless Sector are known across the galaxy for their annoying habit of somehow knowing when, where, and how something or someone valuable is being shipped by anyone anywhere in the galaxy, for their mastery of spaceship warfare, and for their frustrating ability to withstand all attempts at stamping them out. They also have a lot of disposable income from all their illicit business dealings and have access to any tech that they can steal.

Despite their fearsome and intimidating reputation, the Lawless Sector's residents aren't without their weaknesses. The most prominent is their constant infighting. Pirates (being pirates) are always on the lookout for people with riches and power to steal from, and just because you're a pirate doesn't mean your safe from being attacked if you are considered a lucrative target. While they can set aside their differences in the face of a serious threat, the pirates will generally just fight among themselves if left alone. As a result the are unable to reach their full potential and aren't as big a threat as they could be most of the time. On top of this, money is also a pretty big motivator for any resident of the Lawless Sector. If you can pay high enough you could easily fend them off with a generous bribe rather than a fleet of battleships. You could even go so far as to pay the pirates into infighting even harder than usual if you were so inclined.

Civilization Name: Citadel Systems

The definition of Feral is a being that displays some form of agency while not being a citizen, A citizen is an entity that has applied for citizenship and is not an object or a servitor.
Member of the Galactic Conclave?: NO
Name of Galactic Conclave Representative: They Often send diplomatic Servitors even if they are not members.
Basic Description of Civilization: Citadel Systems is a civilization covering numerous star systems. They still have internal conflicts but these are considered by them to be "Minor Altercations"

Civilization Name:The Gau Sector
Species Name: Gau, Gau'n, Gau'ns
Member of the Galactic Conclave?: [YES]
Name of Galactic Conclave Representative: Varu'Sakaat

Basic Description of Civilization: The Gau, are an Avian species that developed on what could be considered, a Earth-like world. A sexually binary species with female and male counterparts. The evolution of the Gau was tumultuous at best, and when the bronze age had been reached. Their evolutionary path for the most part had been set in. To an onlooker, their accomplishments and intelligence were spectacular. But a look deeper, scratching the surface away. It is found the Gau have consistent, wild visual, and auditory hallucinations. An artifact of evolution that hasn't been taken away, and one that can't be bio-engineered or cured. This has caused a very unique society to emerge.

It has come to pass that society has been broken up into Flocks, that can range into the hundreds, or thousands. Then these Flocks will convene to form pacts, to be a part of Nation, sector, or association. This has created a fragmented, and diverse society. Conflict is the norm, though not all conflict seen is associated with the use of violent, and lethal means. For the most part it has been settled that such acts are not in the best interest in the whole.

Most flocks have an specialization, or calling, then the larger group they are part of, will be associated with that most likely. Nations can work in entirely different ways but have the same principles. As for an interplanetary government. Formally there is none. Though a group called the “Resurgants” has recently come to start reigning in the largest majority of Flocks ever seen in Gau history. Through all means, and any possible. They are in fact the representing group on the Conclave.

Everyday tidings, and processions of the Gau. Is an rhapsody of deception, power struggles, compromise, and exchange of ultimately alien ideas between Flocks.

Strengths
-Diverse
-Adaptive
-Jack of Many trades, master of many.

Weaknesses
-Military power, though formidable can be divided at best.
-Low cooperation between Flocks
-Strange and hard to decipher psychology, has caused friction with other civilizations before.
-Prone to inner and outer conflict, in various forms not thought of in most civilizations.
-New to the Galactic Conclave, and controversial.

Civilization Name: The United Interplanetary Republic of Joalia
Species Name: Jugut
Member of the Galactic Conclave?: Yes
Name of Galactic Conclave Representative: Ambassador Kenvaz Zappe Shaerzoem Juattaen Bluuchri (Often shortened to Ambassador Bluuchri)
Basic Description of Civilization: The Jugut are a species of explorers, engineers, and traders renown for creating the fastest spacecraft in the known galaxy. They are tiny reptilian creatures who come from the moon Joalia and today span several hundred planets across the galaxy in a mission to explore more of what space has to offer. Though peaceful and diplomatic, they had long remained outside of the galactic conclave when it was initially founded out of fear of losing its status of strict political neutrality, however it wasn’t long until they became a strong economic and innovative backbone of the conclave. Their system of government runs off of a representative system based of each respective planets.

Biologically and psychologically speaking the Jugut is not a species built for war. Though familiar with it in their more primitive past, they are creatures who prefer neutrality, diplomacy, and peace above all else even if it means sacrificing their own political standing to achieve it. As a result of this mindset the Jugut rely heavily on outside military forces from both the galactic conclave and mercenary fleets to assert their dominance.

Strengths
Economically powerful
Natural explorers
Vast population
Efficient engineers
Fast spacecraft

Weaknesses
Weak personal military
Physically weak species
Staunchly neutral
Politically naive
