First: I would argue that he's technically more of a Wavecaster, just one whose managed to take his power to its logical conclusion and pull as many potential abilities out of it that he possibly could. 2. The horn is more of an artsy thing. His main theme is art, after all. What really happens is he freezes the air above him to create the volley of arrows. So in actuality, the horn is both an artistic sort of thing AND a mini-distraction
