[@Lucidnonsense] Confused cybernetic insects who are rather unsure if they should count their living buildings seem okay. However, there is no real "human population quota". It's more like the overabbundance of humans settled on your planet. The 20% minimum human population rule is a GM-rule only. Not an Imperial quota.

I generally like the idea of a xeno-race with living buildings and such but one thing is a big no-no. Organ farms. Swift way to get the human Imperial Navy to knock on your door with several mega-newton worth of force. Known that the humans on your planet basically own you. Either they installed a shadow goverment or they rule directly (I think shadow goverment is the prefered way simply because they need to manipulate a few 100 and not an entire population). You can do it in secret (harvesting their humans, that is), but know that if the Imperium catches a whiff of this, you'll be in trouble.
