[@Ammokkx]I edited my post for Ian I apologize for missing it however I clearly state that the brawler BLOCKING your shots with it's shield while still moving for Ian. Ian is focused on the sniper, and so is Bill. The sniper is not capable of panicking but it is still trying to shooting at both Bill, and Ian in retaliation. Bill can't get close because everytime he does he's nearly blown to hell. Ian can't hit it because it's dodging which is hurting it's own accuracy.

In other words you're getting blocked by the free one's shield, Ian is stuck between either trying to deal with sniper bothering Bill or dealing with the brawler getting close to him, ogre is dealing with a brawler counter pushing him preventing the whip from being useful, and that leaves Sarah to deal with the sniper, or the brawlers.
