The important ones are: population, territory size, technology, domestic stability, urbanization, and military size.

It's largely a question of degree, e.g. even the "flavor" ones like military reputation might be important if you roll that other nations fear your nation. But that they consider your military to be "devious" or "barbaric" or "craven" is mostly flavor.

The biggest flavor ones are probably government type, government's source of income, military reputation, military focus, and resources. I'm a lot more flexible on changing those categories.
