They wanted nice-looking androids, and so nice-looking androids happened, practicality be damned. Despite the fact that it's a story about androids and alien invasion and artificial intelligence, there isn't much emphasis on the science involved. Things float and glow and later on there are machines that use their power to perform outright magic (though it's never mentioned like that). Which makes sense, given that Nier is a spinoff of Drakengard, which is unquestionably fantasy, and I think the original Nier was too.
