He knew that Peach blamed him; She hadn't talked to him once since the news had been broken to her and Luigi couldn't bare to look at the rage that was on her face whenever he dared to glance her way. Maybe if he had been watching his brother's back instead of leading a team of his own, there wouldn't have been a need for a funeral at all. While he wasn't proud of it, when Guile's had laid into him about how Mario's death had been his fault... Luigi had snapped back. As far as he was concerned, Brigan was the reason that Mario was dead; Odin might have held the sword as it were, but Brigan was the one that had put them all in that situation to begin with for his own personal gain.
