[@Goliah], How do we define harm? Can this character be shut down by the thought that arresting or stopping a thug would provide his children with a less-stable home life, thereby "harming" them? 

I'd also be more positively inclined to greater power on a Freak instead of an Epic, so if we're talking a huge, strong, man resembling a rabid yeti, I'd say yes. I'm seeing this as more a "life with superpowers" RPG than a "superhero" RPG, if that makes sense.
