Appearance and background can be to any degree of detail- vague, descriptive, etc.

Powers should be limited to one area, Ex. Someone who can manipulate fire wouldn't also have precognition. In addition, weaknesses don't have to complement the powers, so the same character wouldn't necessarily have to be susceptible to water or ice.

Blue Jay or Vigilante refers to who the character [i]wants to[/i] align with- there is a limit to how many can be pre-existing members.
