It's applied to discrete informational quanta. I won't go revealing the explicit strengths and weaknesses of it overtly, but all of the information needed to understand its strengths and weaknesses are given in the information, which the GM agreed with.

I recommend leafing through Vol 5 of Apo or at least the description in Apo Mats for Shakes.
