Daddy Shwah already said it has a narrative focus, so I wouldn't say it's not going anywhere ^-^ And if there's a decent enough narrative in his head (which I assume there is considering all this), I don't see why there couldn't be any large scale changes in mind. 
And tabletop for an RP like this would be wonderful, but would also require him to make his own tabletop game from [i]scratch.[/i] Plus, that would take away a lot of variety, which seems to be the focus here :3 Maybe if the scale were smaller, but this all seems pretty grand, making tabletop pretty hard.
