I do have a bit of an issue, one being that I didn't want anyone being a ten in any of the SPECIAL stats. Additionally, if he's so intelligent, why are his only skills combat based? I'd like to see the Special altered slightly, 9 is okay, but I suppose I should have added the caveat no one can have a ten in anything. For example, Arcade Cannon is the only Intelligence 10 character in FONV if I recall correctly. With no specialisation in any non combat skill it appears that Core is just smart for the sake of being smart.

Also, he's not killing a deathclaw one on one. That part will have to come out. Non negotiably, they're the big bads for a reason.

Him obviously being a Synth doesn't really remedy any of these for me unfortunately, not to mention that I have precisely zero idea why he'd have any compulsion to go to Anchorage. 

Unfortunately I'm going to have to reject this CS for now. Although I like the concept. So pending adjustments I'd be happy to consider him. Join the discord so there can be a bit more communication please

This has to go. I don't know what NCR Rangers you encountered in the series. But the ones I'm aware of would have left you with a bullet in your head in a mirelurk den for doing that.
