I have some suggestions for increasing the originality and/or awesomeness of the game as well. The first three are kind of dependant on each other, but might work by themselves.
All Naruto-games I've ever played in (except one where we were supposed to be super powerful) has used the jutsu-list. A list of known techniques that every character can use, the amount of techniques usually based on the characters rank (genin, chuunin, jounin and so on...). It's all good, I've used it myself lots of times, but lately I've started to wonder if it doesn't do more harm than good. It does give the GM and other players a sense of balance, but at the same time it holds back the dynamic nature of the narutoverse. How about we just set a few jutsus as signature moves (for Naruto: Rasengan and kage bunshin. For Lee: Konoha senpuu and gateopening), then specify a field of expertise (Ninjutsu, Taijutsu, Genjutsu) and let everyone improvise from there, using a few guidelines.

Every game that has ever used a jutsu list have also restricted the use of jutsus to the techniques specified in the list. This makes most games feel quite different from the series where characters sometimes make up new techniques on the spot (just look at how many types of rasengan there are!). It also means that a genjutsu and ninjutsu-user has less to work with than a taijutsu-user, who can both freeform and use practiced techniques. I played with freeform jutsus in a 2-player game on the old guild and it went fairly well. The idea is that nin and genjutsu isn’t as rigid as you’d think, and is actually as freeformable as taijutsu. However, the practiced jutsus has the same advantage that practiced taijutsu moves has. More power, and easier to do (in other words, those are the ones you want to use if your life depends on it). We played genin and regularly made our jounin give us strange instructions for sparring. Ninjutsu-sparring without practiced techniques was always fun. This would also make it a lot more valid to play a genjutsu-user, I’d think.

Yes! Here it comes! Avert your eyes! What you will now read can never be unread! Seriously though, this is a bit of a stick up my arse. One of the great things about Naruto is the spectacular fights, even the shit done at lower levels was bad ass (remember when Lee fought Gaara?). In the rps people are a bit too scared of loosing and having ther characters do something that isn’t always tactically correct, and the fights are never ever close as stunning as in the series. Rarely do I stumble upon a game where powerplay is a feature, but in Naruto-games I think it should be. If we just make sure every character has a unique way of fighting, and make up some ground rules for the fights as they go along we’d give the fighters more to work with while they write. Thus, you could make better, more spectacular posts. Also, am I the only one who miss the whole “explaining-how-I-did-it” after someone escaped an undodgeable technique? Damn, early series had it all...

One of the best games I ever played had everyone make two characters. One was a genin/chuunin in a normal team. The other a member of an akatsuki-like organisation… Now kiss.
More to come, seriously, once I get started I cannot shut up...
