Yes, to both. As far as I'm aware, Mirandil is unoccupied. But I don't know [i]how[/i] Dwarven/Elven/Human your race will be. Are they tall, short, stocky, slender? Do they have a proud lineage of warrior-poets and generals or a cultured background, full of philosophers and inventors? It will make things much clearer.
