Yes, just like Sasuke, Kei will “unlock” his hidden power when he fights Haku and Zabuza.
Speaking of which, my plan is to use the original enemies and NPCs as far as we can. Because the Sasuke of our team is a Kaguya I think we should switch Itachi and Kimimaro, but other than that we should be fine. Is this alright with the rest of you?

Well, the idea was that we'd all take on a specific “role” of the team. I think it has worked out really well, our characters are somewhat similar to their original counterparts, but still different enough to get different reactions going. I think this'll be awesome. 

About the government. The hidden mist has pretty much just gotten rid of their “bloody-mistyness”. I think it has a setup similar to the other hidden villages (hokage>council>anbu>jounin>chuunin>genin>everyone else) but we should give the seven swordsmen a special place or task. They should be more than “seven awesome dudes”.
