I can live with having the exam in Konoha. No problem from my side.

I want to say yes, team 7 is around. But because the bridgebuilder went to kiri instead of konoha they never got that assignment. As a result, Naruto, Sasuke and Sakura doesn't get that boost.

We can still run into them during the chuunin exam and kick their asses.
