In addition, here's my map placement - and considering previous commentary on map matters, here's a brief explanation:

The EOA don't have extremely large numbers, and are spread very far - each system where they possess an exotic structure (to the SouthEast) has just that structure in it, by way of example, and that's it. So if somebody else came in, that would be all they'd find there, and they could then recolor the area to their own for purposes of demonstrating who controls what. ;) 

Additionally, as to the areas where they have built starbases, the starbases are the only real presence they have in those systems. There's a protecting fleet and a few constructor groups, but nowhere near the presence you'd expect to find around a planet, for example. Finally: Their only real presence, on the same scale as you might expect of another faction, is around the planets they've conquered. So while they /appear/ to control a lot of territory, in essence they 'control' five zones and are 'just visiting' in a few others.
