You need to pay for the monsters they ride as well. And the "unit size" is limited by the number of monsters available.

Eg: You get 1 Regiment of Monster Cavalry. The race size (example) means it would normally be 100 men strong.

But if you chose, say, Hydra's as their mount and could only afford 10 Hydras (That's still a lot of Hydras), then the regiment might only be 30-40 actual men. (Say, 1 "driver" per Hydra +2-3 Archers in a Howdah)
