He could body hop. Find the corpse of some poor man/woman that isn't mutilated and use it while he walks around the city, carry his armor with him and jump in the armor when it's time for business. I think last time I did this RP we had a woman who's shade inhabited a character who had been stabbed in the chest, and she was able to walk around the city just fine because no one could see the stab wound under the clothes. Then I slit her throat and she jumped into a dead dog. haha. In retrospect, I think the vessel would have to be completely useless before the shade really [b]needed[/b] to body hop.

Or he could just say he doesn't like taking his armor off.

I should also probably specify in the first post that Shades are a byproduct of necromancy, and not actually bound to the necromancers.
