He's just arrived at Oslo, he doesn't really need to integrate into the city, just stick around long enough. 

Is he going to be obvious? Fairly, but most people would likely just try to keep their distance as I'm pretty sure the common folk won't want to try and tangle with something that's approaching seven feet and covered in metal, and they probably wouldn't know what a Shade is. The biggest opposition he's likely to find would be either the Order or Circle, and it's unlikely that either would try too hard to alienate him if they knew his true nature.

 If you're planning or preparing for something big to go down, you probably don't want is to piss something off that's impossible to get rid of. He, as long as he sticks to his own business and he will for the most part, can come afterwards albeit they'll probably try and monitor him.
