The Dr. Is morally well-suited to his position, having twisted but justifiable morals, and being no stranger to egregious acts in pursuit of those goals. He thought he'd figured out how to turn people into supersoldiers. It was 1934 and he was even further on the cutting edge than he'd realized. He'd figured out how to do this to himself, without realizing it was a unique process to each subject. The project was in danger of being shut down after many gruesome and preventable deaths with naught to show for it. Convinced his calculations weren't wrong, he injected himself. The result? Accelerated healing and all that it implies. Extended lifespan, Increased anabolic, aerobic, and anaerobic endurance. Increased strength, as workouts are far more effective (if physical exercise were more of a priority for Dr. Allister , this effect might have been far more pronounced.) Were this process to be replicated it would necessitate a complete genetic map of the individual in question, and an extraordinary amount of computation. Perhaps with the aid of a highly skilled programmer, this process MIGHT be feasible on any kind industrial level, but the Doctor has long since moved on to the other pursuits.
