They manged to move to land and created a 'fundamental separation.' After the school closed down, students from the sea village has to attend Mihama Middle school on the surface. As per usual, there was clear discrimination between the two different groups of students. The students who were residents of the sea village were faced with a strange, new, but hostile environment.
