Fill what up? The region name/race/export list? You don't need to do a thing yet. I'll control that. 

What I'm saying is, if you're next to a region and decide you want to interact with it, then you get first say on who they are (name,race, demeanour etc etc) but I decide what exports they have to stop people from aquring stuff they want. It's in the rules, somewhere, I think. :)

OR I can determine them now.

And it's oka y about the template, I expected it to happen. it's not a perfect system.
