On reference to appearance it wasn’t really a question of letting you use it. As I said when psykers go through the process of being sanctioned they get pretty messed up by the procedures and are pretty physically weak and their bodies deteriorate a bit, they tend to be smaller and have less muscle mass than normal, while they styill can have pretty average strength or body types they don’t get to be warrior style. I get you want to do kind of a battle mage, but that’s not really how it works in 40k, Psykers are psykers and that’s really about it when it comes to Humans.
Pistol: I wasn’t really offering an alternative weapon in that respect? If you want an autopistol so be it? I’d even accept a las pistol. Having a plasma pistol seems a bit much.
Dagger: Just have a combat knife/dagger ceremonial dagger I mean… Isn’t really ceremonial unless you use it for some kind of ceremony xD
Refractor Field? I mean I get it, but you are a powerful psyker and are capable of great feats regardless of this. A psyker position is more support than being in a direct line of fire, a refractor field is rather rare, and I’d prefer if you gave yourself a chance to perhaps earn one in Roleplay than start off with one. I understand other folks have some pretty cool advanced stuff but they aren’t psykers.
Psyker Powers: This is pretty simple, yeah I’d only want you to have powers from two different schools. So you kind of answered that one yourself, which I appreciate.

As for playing with fire, that’s never a good idea especially in the Imperial Guard it’ll get a Psyker shot almost instantly. I understand you want to have done great things with your powers but Psykers in the military are typically kept on a extremely short leash with a bolt pistol at the back of their head constantly, and regardless of falling to chaos or not chancing falling to chaos would most likely get them shot in the back of the head.

So here are the issues with your character that need to be corrected.
First on appearance, psykers are typically fairly drained of their physical traits due to the severe strains their bodies go through when becoming sanctioned. It typically makes them a little more feeble. Another thing I see a bit of an issue with is that your character is this very powerfully built character, but very feminine? I’d need to see an example of this to really understand I guess, but mainly psykers typically aren’t very buff because of the strain their bodies went through.
Powers: Psychic powers are sampling from several disciplines. Canon dictates that while it is possible for Psykers to use multiple schools, it is extremely hard. Divination and Telekinesis are two separate disciplines, Smite and Storm of Lightning come from Biomancy. Thus, Adrianne has skills from three separate psychic disciplines when mastering one is considered a grand achievement.
Equipment:
Main weapon: Weapon misnamed. The weapon described here is a Glaive, not an oversized Saber with an extended handle. Not that big of a deal
Pistol: You’re a psyker? Not sure why you need this, plus it would be more like a autopistol which are honestly not all that great. But I'll accept it if you want to keep it.
Ceremonial Dagger: I’m not against it, but I’m curious as to why?
Refractor field: This is pretty rare tech. Not a whole lot of people use it. White Scars Souldrinkers use them, as well as Imperial Guard officers and enginseers.
Servo Skulls: I’m fine with you having one, but I’d prefer you only have one.
Events:
Savior: Events given are unclear. Personal Augury allows one to see the fate of a willing target, but it was never specified to have been used. Preternatural Awareness gives impressions of future events, but is also not described being used. Overall, very foggy and could use more detail.
Guide: I'll buy that. Glimpse allows for a look into the future to see what might happen. Coupled with Far Sight could make for a pretty effective "Guess and check" system.
Hates Surprises: Why is this here? Feels more like a quirk than a meaningful event.
Fireteam: Prescience is an effective ability, but I don't believe it is that effective.
Warpstorm: This event seems to catapult her straight into "Rogue" territory. The line "What had been a cautious girl that had stepped onto the planet would instead emerge a seemingly reckless with little to no restraint on her powers!" Tells me that she'd probably be suspected of falling to chaos pretty quickly and killed on precaution.

Arrival
Sister Superior Laedi
Arrival on Elpos III was smoother than expected if delayed. What the Inquisitor, and retinue would find though when they stepped off their ship into the port was something very different than what they had expected. Before them were five Battle Sisters, none of which bearing the mantle of Canoness, rather the highest ranking was simply a Sister Superior. Two rhinos were also parked behind them likely to be the Inquisitor, and retinues means of travel while they were on Elpos III. Regardless the sisters were rather unremarkable, their hair cut short, and in varying natural colors, except for the Sister Superior who wore hers in the standard bowl cut, and platinum white. Each carried a bolter, and a short sword, except for once more the Superior who carried a bolt pistol on her hip, and a chainsword on the opposite hip.
The Sister Superior stepped, forward, but stopped as a procession of clergy, and pilgrims paraded by the open garage of the port. The clergy members dressed in bright white, and gold heads held high, and bits of fat jiggling around on various points of their bodies. Meanwhile the pilgrims looked defeated, their skin tight against bones, bodies malnourished by fasting, many of them with eyes sunken as they shuffled slowly behind those that served the God Emperor so fervently. For a moment her eyes had turned, as did all the other sisters who watched the procession closely as if they might suddenly attack. Once more the Superior looks back to the Inquisitor, and takes a deep breath. “Apologies Inquisitor Karthis, but we are all on edge. Things are not what they were last you were contacted.” Her lips purse for a moment as she considered how to continue.
The sound of autogun fire could suddenly be heard in the distance, and a large wheel vehicle went peeling down the street, with an Arbiter hanging out of an open sliding door with shotgun in hand before disappearing in the distance. “As you can see things are rather, disruptive at the moment, a cult has sprung up naming itself ‘the flames of the Emperor’, having seen some kind of vision of the Emperor burning the entire Galaxy they believe that the Emperor is going to come purge everyone, and only have those who follow the way of Flames be reborn.” A single hand reaches up pushing hair from her brow, her eyes looking over the retinue. “Also I apologize Canoness Phaedra was not here to welcome you. She has gone missing along with three other superiors a week ago, we haven’t heard or seen from them since. I’m Sister Superior Laedi. I also feel the need to apologize for having a less than acceptable escort, you see the Followers of the Flames have been, attacking randomly throughout the city so most of the Sisters are currently guarding it, as they have tried to take it twice now.”
Turning and walking towards one of the Sororitas rhinos, the other sisters spread out scanning the perimeter. “Please all of you accompany me in here, the other sisters will follow behind us, should something take place I would not want it to be on my head that one of your company fell on my watch.” It was then that several explosions crackled off in the distance. “And don’t worry about those. That’s the Execution square, the Followers of the Flame have turned it into a small fortress, and the local PDF are trying to break down their defenses with rockets.”
