2: Mount Massive is an asylum for the [i]criminally[/i] insane. As in, for criminals who happen to be insane. 

3: People don't get institutionalized because their parents think they're crazy. Doctors and courts have to get involved. They have to be diagnosed with an [i]actual[/i] mental illness first.
