If you get conscripted for scientific testing, it could range from drug or blood tests to being shot to being hideously biological mutated (Though criminals are prefered for these duties, it turns out you run out pretty quickly when you are testing on them, using them for labour and turning them into soldiers xD)

Can I ask what you mean by developed? Does it mean they have a strong, developed foot hold in the galaxy or that they literally control the millions of planet of an entire galaxy?
