So we just need to come up with names for these NPC's? That shouldn't be too difficult. Would it make things more interesting if the mayor hated all super beings and he/she did everything they could to give them a hard time? Maybe the police chief has the opposite view? At least when it comes to law abiding supers, but doesn't have the authority to stop the mayor from going overboard?
