Chameleon is not a full-out invisible. Its a blending. Like an actual Chameleon. Think... Camouflage uniforms. It helps you be harder to notice through the traditional eyesight by offering a decent bonus to stealth checks. By no means are you see-through. (At least from what I gather from reading it.) It is likely also harder to hold this harder-to-see phase as consistent with movement or vastly different areas with great details. IE) Inside a building with a lot of edges, rubble, etc within

This also speaks nothing of other things that may give you away. Sound. Smell. Things moving about you. Heat. Psychic wave-lengths. More.

So yes, while it offers a pretty great bonus against your typical soldier with low-tech and no mutations... It has no guarantee for more diverse situations.
