It's also old enough to not be taken seriously anymore, and the UK'd probably decline the payment since the world has moved on so much. More so given the dynastic ownership of Scotland has ended, more-than-likely voiding all legal dealings with the state. And to compound that: so has the ruling house of England. There's no one left standing with any pretense to claim that debt. Even in Norway most likely.

Plus in EU and Viccy 2 terms: Norway lost the core a long time ago.
