The white sand from these deserts drains all strength from those who've eaten devil fruits when they step foot on it, are engulfed by a sandstorm or are otherwise in contact with large amounts of it, meaning those who've consumed devil fruits must be extremely careful when traversing those deserts and must prevent large amounts of the sand from accumulating on their bodies. Instead of Seastone, you just have the world government refine Heavensand into a special white iron for weapons, cuffs, horseshoes, prison bars and the like. If you want to keep the material rare like seastone you can just make the process extremely time-consuming, difficult, expensive and potentially even unreliable. Speaking of devil fruits, logia ones. Since they're so powerful and haki, which in the original is by far the biggest counter sans rare seastone weapons, is apparently rare, are players allowed to have logia powers? ONE MORE THING!
