APIRCA has enough influence on the people, by way of letting them defend themselves and get started up again, sometimes in return for giving portions of crops or something to them. After all, APIRCA has people to feed, and having contacts that owe them in food is a good way to keep the food coming. Publicly trying to hunt down APIRCA could possibly mean that other people would not like you, and if the people don't like something, then the government is going to have to agree with them at some point or form, otherwise the public with start getting a bit antsy. Or something like that. APIRCA can have influence on people, as well as armed groups. Oculi has experience with rebellion and bringing down governments. A partnership surely seems beneficial; APIRCA supplies while Oculi takes care of those who are bugging or threatening APIRCA. Really, there would just have to be a way for APIRCA to get wind of Oculi, say, getting low on ammunition, and having slow production, or needing better weapons to combat the newer models emerging in the rising nations, or even just software and hardware security.
