And on the subject of APIRCA, Iran isn't very involved with the global war economy and Ali's liberal stances/California education mean that he doesn't want to get involved in privatizing the military. The military is wary of military companies as well, because at least the top staff has a wariness to give up independence and source it out to foreign companies - this brings back unpleasant memories of foreign intervention in the early 20th century. There's also the concern about warrior ethos and whatnot, among other things. This creates a baseline dislike of PMCs and other companies like them and a more regulated environment against them than in other countries. I think Aaron and I have planned something that will effectively be the nail in PMCs' coffins in Iran, and that comes soon.
