I think he'd be level 2. Based on the profile, his power is dangerous enough to to have to be subdued; however, his personality and bio doesn't indicate anything majorly wrong. He'd just come off as a moody teenager, I'd bet--not a serious threat. 

If he starts to [i]express[/i] the anger he's keeping hidden, they might want to upgrade his security. But until then, there's no way they'd declare a brooding teenager a level 3.
