The fools who go against the law is first of all ostracised from the rest of sociality, mocked and belittled. For petty crimes such as theft the offender must pay back a sum of coin and then may go free of any official charges. Heretical crimes are punished by death or by forced constriction in the Penal bands Education: The education of the empire is heavily based on the faith of the immortal empress. Her words are the truth, and her wisdom guides all. Most dragonkin can read, and write. The public school system is from the age of 4 to 16. Afterwards the school-goer have to pay or borrow coin to keep reading. Technology: Because of the strict religious tabu on advanced fire-arms (besides the holy flame-throwers) the empire mostly uses black power musket and bladed weapons. Otherwise of that it has a industrial sociality. Tax: All but the Empress and her council pay tax. About 8% of the income of population is added each mouth. Imports: Wooden boards, coal, diamonds, luxury goods Exports: Black powder, fine swords, iron, food of many types, art works and holy paintings Industries: Several factories in De quibus fecit cælum and region around it produce military and civil goods. Mostly made up of fanatics they are often used as a willing meat shield by the commanders. They wear heavy but cheap iron armour and often trade in their shield for a heavy two handed weapon Musketeers: Gun users who uses refined and high-quality gunpowder to launch barrages of cheap round balls of iron in to the enemy lines. Often the second biggest regiments besides the swordsmen these shots waste no time reloading (the process is however slow) and firing again. The muskets loud sound and booming noise hide the fact that gun is seldom accurate but this is compensated by the large regiment. Penal: When a crime has been so hideous that only death could clean the soul of the offender, they are put often in to penal squads. These squads often have the thankless tasks of breaking lines, sneak attack on fortifications and planting signals for the troops. When used in regular battles, these regiments often use the newly discovered flame-thrower to great effect. To ensure loyalty these penal squads are always guided by a taskmaster. Landscape: Most of the empire is green hills and grass spread wide broken up by fields of farmers working and several dragonic idols. There is close to no wood in the empire but several mines exist to mine coal and iron. Wild life: The wild life is nothing out of the ordainer History: The Theological Empire of Stellata (According to itself) was founded by the last of the eternal immortal dragons who know calls herself the empress several 1000 years ago around the hills. She birthed the first and the last ''Fristborn'' dragonkin who built her city before they died, leaving behind several brood-pits where the future generations would be born. The years have been coloured by fierce resistance to the divine rule of the empress as she subjected the other races around her territory and by one almost nation destroying civil war that only ended a few 100 years ago. Now however the empire stands united in the fact that the Divine rule is insurmountable and holy forever. Strengths: A zealous and devoted population. Effective rule and industry Weaknesses: Technological inferior and hive-bounded by their religion Fashion/style: Most Dragon kin walks nude while at home or in the major cities. When meeting with other races however they tend to dress in easy and loose fitting garments that let the wind flow through them. The council members all bear the mark of their station by having a wing-like scar on their right breast. Art: The art is mostly religious and heavily based on bright colours and otherworldly brush strokes to create a tapestry of strangeness. Statues of the empress with worshipping dragonkin at her feat is also prevalent in all the cities and the local towns.
