For several reasons :

1. KG: yukiton & Koorinoton (Snow & Ice),
Ice is already a KG alone. With snow, that makes it two, something that I wouldn't accept. Besides, the bloodline of Ice Release needs both Water and Wind.

2. Koorino Ririssu: Koorino Kabe (ice release: ice wall)
How strong is the wall? The Earth Wall Technique is a B ranked jutsu. This technique shows some kind of the same impression with the ten feet ( thus 3 meter high). Its supposed to be a D ranked technique? Tone it down.

3. Yukino ririssu: Fubuki (snow release: snowstrom)
Again, too strong for a D ranked Technique. I find it hard to believe that a mere starting genin can whip up a snowstorm all by himself.If there would be more users, that would be okay, as a collaberation technique. But alone? I can't accept that for a starting genin.

I would like to also have more details on the KG. Saying it enables the user to make it start snowing, I want to know what the limit is. Can it make it snow in the desert or such areas? How big is the area? I am requesting this cause I forsee that in the future (Chuunin exams perhaps) that there will be somebody that find it very irritating that you have no set limitations and thus can go ahead and make them up. I rather have that you undergo it now then that one or some GM's are needed to end a discussion or such.
