I like the CS. Though the history has some flaws, in direction of the past with Kirigakure. The things that need to be changed is that nobody that would be sane (to make it kind of very clear how the situation is) would move from Konohagakure to Kirigakure. During and after the Great War/First Shinobi world war, Konoha was (and is?) greatly hated in Kirigakure due the successes of Jinkama Moto. Before the Fifth Mizukage, Kirigakure also didn't accept any foreigners to settle inside the Mist. 

I would suggest to change that she is maybe from another island that is within the Water Country. It would be way better, cause now it would be a bit strange.
