I believe you buy one number at a time ^_^ For example, Kido's that are numbered between 58 - 62 are 4 points each, takes four days to learn each and can only be purchased by a seated character or higher ranked ^_^ Find out the Kido numbers of the Kido's you'd want to learn and the use the OP to find out how much that move is, how many days it takes to learn and if you're ranked high enough to learn it 

For aore specific example, Bakudo 1 and Bakudo 2 are both 2 points each, so to purchase them both, you'd pay 4 points ^_^ 

I think Kido's should go back to full points since the Captain's are giving out double points oxo
