Well, Leeson isn't a person of kotavke status, but maybe your charpacter could be a government tax collector who uses people who are in debt as indentured servant/assassins/slave-in-all-but name. Leeson isn't exactly a warrior of notable skill, but he can act as muscle or a thug on behalf if your tax collector character.
