Personality: A scary person. Without a doubt someone who wants to command others, but they generally aren't a mustache carrying villain. They will do illegal things to bring about a good result but don't steal candy from babies for funsies. Basically, they're as efficient as possible within reason.
Bio:
A girl who has a terminal illness. They brought forth one puppet to form an entire team. Their method of summoning was enacted from a certain willpower of "I want to live". Naturally has no combat ability, since their condition has degraded into a coma like state, with periods of lucidity. However before she was sick Victoria was a high class puppet user. They were also a supremely scary person when they weren't sick, and held a lot of power over others and had large capabilities of her own. What lead up to this point in her life is relatively unknown. The leader of the very wealthy and influential Mitsugi Zaibatsu, comparable to a certain purple haired sword users family.
