Everybody does it differently but there are two main ways: stat based and free-form. Stat based is heavily reliant on stats and figures for role play e.g only 4,000 workers can be fed with 3,000 bushels of corn. Free-form is less reliant on facts and figures, with loose guidelines on how to behave IC and not be OP. Both of them usually feature combat outcomes being decided by players, with GM intervention if the players cannot reach a conclusion. Hope that helps answer your question.
